Dr. Stephen Yamoah is the Executive Director of Nuclear Power Ghana (NPG), the owner-operator organisation responsible for the development of Ghana’s first nuclear power plant. With extensive experience spanning nuclear energy, engineering, nuclear programme development, risk assessment, and executive leadership, he provides strategic, technical, and institutional leadership for the advancement of Ghana’s Nuclear Power Programme.

His responsibilities encompass project development and implementation, nuclear power infrastructure development, strategic risk-informed decision-making, stakeholder and partner engagement, institutional capacity building, and coordination with national and international organisations. He leads NPG’s efforts to advance the programme in accordance with the International Atomic Energy Agency (IAEA) Milestones Approach and to establish the technical, institutional, regulatory, and project-development capabilities required for the successful deployment of nuclear power in Ghana.

Prior to his appointment as Executive Director of NPG, Dr. Yamoah served as Deputy Director of the Nuclear Power Institute (NPI) of the Ghana Atomic Energy Commission (GAEC), where he led technical studies and coordinated multidisciplinary workgroups supporting the development of Ghana’s Nuclear Power Programme. He also served on the Energy Infrastructure Committee of Ghana’s Forty-Year National Infrastructure Plan, an initiative undertaken by the National Development Planning Commission (NDPC) of Ghana.

A scientist and nuclear engineer by profession, Dr. Yamoah has over 20 years of experience spanning research, engineering, academic, and leadership roles, including 14 years as a Nuclear Engineer at GAEC and a Senior Lecturer in the Department of Nuclear Engineering at the Graduate School of Nuclear and Allied Sciences (SNAS), University of Ghana. His professional experience combines technical and analytical expertise with strategic programme management and executive leadership, enabling him to translate complex technical and risk assessments into practical decision-making.

He has participated in numerous IAEA, OECD-NEA, and bilateral international training programmes, workshops, technical meetings, and conferences, contributing to international exchanges on nuclear power infrastructure development. He also serves as an IAEA external expert, supporting training and knowledge exchange for countries embarking on or developing nuclear power programmes. His technical and research expertise encompasses nuclear safety and risk assessment, probabilistic safety assessment, reactor physics and kinetics, two-phase flow and heat transfer in nuclear power plants, computational fluid dynamics, modelling and simulation in science and engineering, thermal-hydraulic and neutronic analysis of nuclear systems, numerical methods, and optimisation and control methods. This combination of nuclear engineering expertise, strategic risk management capability, and executive leadership provides a multidisciplinary perspective to nuclear programme development and decision-making.

Dr. Yamoah holds a Bachelor of Science (BSc.) degree in Mechanical Engineering from the Kwame Nkrumah University of Science and Technology and a Master of Philosophy (MPhil.) degree in Nuclear Engineering from the Graduate School of Nuclear and Allied Sciences, University of Ghana. He completed a Sandwich PhD programme at the Institute of Nuclear Engineering, Technical University of Munich, Germany, and was subsequently awarded a Doctor of Philosophy (PhD) degree in Nuclear Engineering by the Graduate School of Nuclear and Allied Sciences, University of Ghana.
