In a significant step toward realising Ghana’s nuclear power ambitions, high-level stakeholders including government ministries, regulatory institutions, Civil Society Organisations (CSOs), industry actors, and the media convened on Tuesday, 24 June 2025, at the National Petroleum Authority (NPA) Auditorium in Accra for a national engagement on a draft Bill to establish the Nuclear Power Ghana (NPG) as a statutory body.
Jointly organised by the Ministry of Energy and Green Transition and NPG, with support from the NPA, the session served as a platform to present the draft legislation for public feedback and dialogue. It also aimed to foster transparency and ensure broad stakeholder participation. The proposed Bill seeks to establish NPG as a statutory entity mandated to develop, construct, own, operate, maintain and decommission nuclear power plants to provide reliable baseload electricity in support of national development and industrial transformation.
Delivering the keynote address, the Deputy Minister for Energy and Green Transition, Hon. Richard Gyan-Mensah, underscored the strategic importance of nuclear power in achieving Ghana’s energy security and low-carbon emission goals, as well as supporting the government’s proposed 24-hour economy. He encouraged robust stakeholder involvement and emphasised transparency as a foundation for public confidence.
Chairman of the Review Committee, Ing. Dr. William Amuna, described the draft Bill as a “strategic declaration of intent” that reflects Ghana’s commitment to the peaceful use of nuclear energy for power generation. He stressed the importance of scientific integrity and national interest in finalising the draft Bill and acknowledged the contributions of the Ministry of Energy and Green Transition, the Volta River Authority (VRA), Bui Power Authority (BPA), the Ghana Atomic Energy Commission (GAEC) and other institutions.
The engagement featured detailed presentations on Ghana’s nuclear power journey and national energy policy, followed by a panel discussion during which stakeholders raised pertinent questions related to governance, finance, regulation, workforce development, safety, and infrastructure readiness. Key areas of the discussion included staff appointments, funding structure of nuclear activities, safety regulations and oversight, stakeholder education, and grid readiness. Participants expressed strong support for the draft Bill and commended the consultative approach being taken. Recommendations included revising certain clauses for clarity, introducing a local content provision, aligning regulatory responsibilities to avoid institutional overlaps, and ensuring the independence and sustainability of funds allocated for decommissioning and radioactive waste management.
The engagement concluded with a firm commitment by the Review Committee to incorporate stakeholders’ concerns into the next version of the Bill, ahead of its submission to Parliament. Stakeholders were also encouraged to continue contributing to the process by submitting further comments and supporting public awareness efforts by disseminating accurate information about Ghana’s nuclear energy aspirations.
